 Answer: Congratulating the kuffaar on the day of Chrismas or other religious festivals is haraam by agreement. As al-Qayyim (may Allaah have mercy on him) said in his book, "The rulings of the people of Dhimah," he said: "As for congratulating the rites of kufr that is related to it, it is haraam with the agreement, such as congratulating them on their festivals and fasting.
